A nationally recognized tax expert, Leonard E. Burman is the Director and co-founder of the Tax Policy Center, a joint venture of the Urban Institute and the Brookings Institution, Paul Volcker Professor of Public Administration and International Affairs at the Maxwell School of Syracuse University, a research associate at the National Bureau of Economic Research, and senior research associate at Syracuse University's Center for Policy Research. Burman is the author of Taxes in America: What Everyone Needs to Know, with Joel Slemrod and The Labyrinth of Capital Gains Tax Policy: A Guide for the Perplexed as well as numerous articles, studies, and reports.

This keynote lecture is part of the conference "Taxation for and against Redistribution since 1945 - Historical Trajectories and Comparative Outcomes" taking place at the GHI from December 5 to 6, 2014 convened by Gisela Hürlimann (GHI) and W. Elliot Brownlee (University of California, Santa Barbara).
